1. Open new document in Photoshop, make the backgroud black. Write your text (!Important: use fat fonts, effect will be much better - I'll use Arial Black).

2. Go to Layer - Layer Style - Blending Options:
Color Overlay
Choose #00ccff

Bevel and emboss
Do what is written on the picture:


Stroke
Size: 1px
Choose this color #0190b3
And then click OK!
3. You can stop now, your text should looks like this:

but If you wanna have icicles continue with next steps :)

4. Merge all your layers, then click Image - Rotate Canvas - 90° CW
You'll notice that the picture turns out right.

5. Filter - Stylize - Wind...
Method: Wind
Direction: From the right
click OK

6. Image - Rotate Canvas - 90° CCW

And here it is! Your text with icicles
